In the Railways, Zonal Headquarters and Divisional Headquarters, Officers undertake regular inspection of tracks, Over Head Equipments, Level Crossings and Stations to ensure proper upkeep and for better passenger amenities. Normally, an inspection coach is hauled by a diesel or electric locomotive for the purpose. Deployment of a separate locomotive for inspection purposes is a waste of costly asset which can otherwise be used for hauling a full training.

The ETR (Engine Turn Round) is a time consuming process since the locomotive has to be detached from one end to be taken to the other end for return journey. To effectively undertake inspection and save considerable time, a Self propelled inspection car would be very helpful.

ICF has now turned out the first ever SPIC for Indian Railways. This prototype SPIC has been manufactured by ICF at an approximate cost of Rs. 4.5 crores. This will release the costly diesel/Electric locomotives that are being used for inspection purposes, meant to be used for passenger train operations.
