HMRTC has released a tender inviting eligible consultants to prepare a Detailed Project Report (DPR) for two upcoming metro rail corridors in Gurugram. The bid process is open to reputed single-entity consultants, Joint Ventures (JVs) and Consortiums are not permitted to bid.

Scope of Work:
The DPR will focus on two corridors—Gurugram Railway Station to Bhondsi (17.09 km) and Sector 5 to Golf Course Extension Road (13.60 km)—totaling around 30 km. This initiative supports the growing need for efficient public transport in light of the city’s rapid urbanization and the expansion of IT and ITeS industries.
Objective:
The aim is to introduce a high-capacity, climate-friendly Mass Rapid Transit System (MRTS) to enhance accessibility and ensure seamless integration with existing metro lines, bus terminals, and railway stations. The DPR will also promote non-motorized transport (NMT), improve air quality, and support sustainable mobility.
The DPR preparation will be conducted in two parts:
- Part-A: Validation of alternatives and preparation of an Alternative Analysis Report (AAR)
- Part-B: Finalization of the DPR based on decisions from Part-A

Eligibility Criteria:
Only Public Limited Companies, PSUs, or government departments are eligible to bid as single entities. Contractors from countries sharing land borders with India must be registered with the competent authority. Experience criteria require:
- One similar consultancy project of 30 km or
- Two projects of 15 km each

Gurugram Metro Rail Limited (GMRL) has invited international competitive bids for the construction of a 15.221 km viaduct and 14 elevated stations from Millennium City Centre to Sector 9, along with a 1.85 km spur to Dwarka Expressway. The project forms part of the larger Gurugram Metro Corridor, spanning a total of 26.65 km with 27 stations. The scope includes detailed alignment surveys, geotechnical investigations, foundation works (piles, pile caps, open foundations), piers, precast elements like U-girders, I-girders, pier caps, steel girders, and associated structures such as parapets, crash barriers, drainage, earthing systems, and utilities coordination. Construction at 14 station locations includes platforms, station structures, entry/exit buildings, water systems, and supporting infrastructure.
The tender requires a security amount of Rs. 3.29 crores with a contract completion period of 24 months. Documents are available from 08.03.2025; Pre-bid on 21.03.2025; submission by 22.04.2025.
Viaduct:
Scope includes detailed surveys, geotechnical investigations, foundations, piers, pier caps, precast U/I girders, launching using cranes or launching girders, crash barriers, expansion joints, drainage, earthing, cable ducts, utilities coordination, parapets, railings, and cutouts for system integration, ensuring comprehensive viaduct construction up to Sector 101 on the Dwarka Expressway spur.
Stations:
Construction of 14 elevated stations including station structures, platforms, columns, RCC beams, slabs, staircases, water tanks, lift/escalator pits, utilities, public toilets, drainage, waterproofing, crash barriers, electrical/signal provisions, and necessary permissions. Includes detailed geotechnical surveys, backfilling, and safety arrangements for traffic during construction over road sections.
Eligibility:
Bidders must have completed similar viaduct/station projects worth up to Rs. 1,029 crore with at least 12.17 km viaduct length and Rs. 60 crore piling experience in the last seven years.
